Nope, apparently I was wrong. Everyone showed up. I just didn't think that simon was the actually final boss but holy crap that was pretty sad. Simon literally could not contact the police, so he instigated murders in order to stop them from doing what they wanted. Sure, killing jill isn't nice, but he stopped a whole bunch of bad people from doing terrible things.
