While doing quest for 20 Erchius Crystal I have been told to made a steel armour, but I cannot aquire steel without working FTL drive, that's buuged quest or I am just dumb? Maybe just the quest description is wrong?
You should be able to make steel without FTL-drive. Do the outpost quest "Bugs" which unlocks the iron crafting table and craft an alloy furnace. Use it to produce steel. Ps. Oil can be found on desert planets. You don't need FTL nor fuel to travel to the planets on the same solar system.
So that means I'm dumb, thank you for your reply Also, if I create another character it's starts on the same planet as the previous one, that bug or intended effect? Same planet, I mean, I builded a shellter and it's present while I play another character.
Not a bug. You should be able to obtain oil (from desert planets) and iron without needing to use your FTL. Also, moving to Starbound FAQs, Q&A, and General Help as this is a progression help request.
