Can't install Starbound (Help)

Okay, So it all started as me launching the game and in the menu getting like 2 frames. I Was like aight, let's re-install. It finishes reinstalling but when I try to launch it says that a file is locked or some garbage and they can't open it, it shows the directory of it, I go to it try to open it doesn't let me (only user in my PC btw) and I tried going into properties and trying to bypass it and it didn't work out, I also tried deleting the folder entirely, didn't work either. Tried redirecting where it installed didn't work either. I Have no clue what to do right now and I've been looking way too much and found nothing of use so here is my cry

You in Administrator Mode? Right-click on Steam shortcut and click "Run as administrator". Try that and see if it helps. Other than that I don't know what else I could do.

Assuming you've already closed Steam and rebooted the machine...

Use https://docs.microsoft.com/sysinternals/downloads/process-explorer , which will allow you to search through open handles to find what program has the file(s) open.
