Bug/Issue Cannot upgrade ship past 6 crew members

Hi,

I have 6 crew members, no new members can be hired. Penguin Pete doesn't offer an upgrade even though I have 11 upgrade modules.

Legal goods is selling an Eagle license for 80k, which I can't buy to test that path.

I've tried dismissing someone and hiring another member, same issue. Am I missing something or is this a bug?

Using Starbound 1.3.3 on Linux through Steam, no mods.

 

Besides dismissing and re-hiring I've also backed up my save and tried these with no luck:
1. ran /upgradeship 7, then the Condor License becomes available for sale.
2. gave myself 80k, bought a fake Eagle license, and had Penguin Pete upgrade my ship.

In either case I'm still unable to hire more than 6 people to progress further.

Any advice on how to debug this, perhaps?

I think player.shipUpgrades() might have some info, but I can't get it to execute in game with /eval. I may be doing it wrong.
