Bug/Issue Cannot run Starbound on new PC

After building a new pc i decided to try playing a bit of starbound but it wont launch, no error msg or anything. it used to work on my old laptop so im not sure exactly what the problem could be. ive looked up fixes for this but so far nothing has seemed to work. ive tried reinstalling via steam. deleting then reinstaling, launching it from the exe directly (for 32 and 64). ive also tried running as administrator.

I have updated my graphics driver to the latest version, and i have set the perms and compatibility mode for starbound.exe but couldn't find the other two programs.

still getting the same error but it shows me it when i launch it from steam now...

umm... tried deleting and reinstalling again to no avail :/
