Hello, some of you may recognize this issue already as I've been popping around different threads and the like to try and resolve this issue.

However, after TONS of troubleshooting, I've come to the conclusion that Starbound's rendering process is the core issue here.

In the video below, you will notice that when loading the ruins to the left, or the coal/tungsten ores to the right, the game will freeze for a moment, before returning to normal smoothness. That's basically the entire reason I cannot play right now. I do not believe that this is due to my PC's ability, as it can run terraria, Minecraft, and many other games in my steam library at much better rates, larger resolutions in windowed mode, and my PC will not break a sweat. (the spike in the video below is caused because I was recording, my PC is not a fan of recording, especially if a lot of pixels are changing all at once. In regular play, SB doesn't even break 50% for either memory or CPU usage when combined with other programs in the overall numbers)

Here are all of the things I have done in order to try and solve this problem, all resulting in minimal to no change in this behavior (and when I say minimal, I mean, fractions of a second minimal, if they're not just my optimistic imagination)

    -made it require admin privlages
-enabled "Disable display scaling on high DPI settings
-Ran it without steam (or anything else) open
    -disabled vsync
    -enabled fullbright (removing shadows)
    -disabled UAC
    -Disabled Avast entirely
-Minimized the paging file to 400MB (lowest comp would allow safely)
-tested both fullscreen in low resolutions and windowed in low resolutions
-played the game with literally nothing else open
    -Disabled Vsync
    -uninstalled all mods and tested
-made a new universe (^along side this last one)
-copied away my current SB folder and installed the game again (alongside the two above things)
-Set the program's priority to high in the task manager
-verified the integrity of the game via steam (nothing was wrong)

    My computer specs:
    Windows 10 Desktop, 64-bit running windows 10 version 1607, OS build 14393.105.
    8GB of RAM
    Intel core i3-4160 CPU, x64-based
Intel HD 4400 integrated Graphics software (and before you bash for integrated, this thing seems to have been modified to some degree in order to run games really well. I can run GTA V on this thing at smaller windowed resolutions without lag until the memory leak takes its toll.)

If anyone has anything else that they want me to try, feel free to leave it below. However, I am quite certain that this is an issue with Starbound and how it renders tiles (mainly the fact that it doesn't seem to store them while still in the same area), and not my computer's hardware.
