Bug/Issue Bounty Target Not At Location

    I have a bounty hunting quest to arrest Chiman, but he does not spawn. His minions spawned, and were killed, but he himself does not spawn. Pictures will be included below.

    Update: Just did another hunt, and again, the target did not spawn.
