Bait crafting recipe not appearing

I have fishing level 9 and I heard that you receive the bait recipe at level 2... And I don't have that. Is there any way that I can tweak my files to either going back to fishing level 1, getting to level 2 and then going back to 8/9 or something?

Same here. I've even build kitchen to check, coz I was thinking that recipe can be used there. Any ideas?
