So, feather floofing, obvious memetic social response. Normally feathered organisms under distress do the exact opposite, similiar to hair standing on end, but the effect that makes hairs stand up is what will make feathers all line up and therefore shrink.

I doubt it's actually even possible to fluff at will, it's more like the lack of doing anything, most birds have their feathers puff out when they sleep or relax, and the feathers tighten when startled. Think of slow decrease in capillary blood pressure being the cause, kind of like a hose going slack when the water runs out, and hard to kink when water flows.
