Avali Nexus 19: The Last Hole

I have written ten pages on the general, nonspecific setting, races, and factions here (Still not done.). I think it'll be fine.

it would be sort of like this:

but way way way denser and fucking massive. im talking the single city takes 20-30% of the planet's total surface area. yeah, Abarxis is a hive-world so there is going to be a lot of people.
now the streets are pretty safe due to drones patrolling them, but some areas are more shady than others and if you're not street-wise you can end up in a bad part of town pretty quickly.

now a few things about the planet:
perpetual night, no natural sunlight. this is due to the star being a bit funky and the an anomaly in the outer atmosphere of Abarxis.
its mostly barren, but areas around the massive city has been cultivated with forests. though they are pretty boring.
all food supplies are made below ground in massive indoor farms.
it city touches the coast in some areas
the atmosphere is close to that of earth. so the ocean is water.
only about 30% of the planet is covered by water.
it was originally settled by humans, but now its a hub for all sorts of races, some common, some unknown. (if you're looking for other Vartans this might be the place, though chances are still slim to none)

and a bit about the city:
even with its massive surface size, its still a very vertical place elevators and cabs are equally common, it has a public transport system though hobo's inhabit a good deal of it.
its pretty secure, but its mostly handled by drones and the laws are pretty chill and weapons and such. it is recommend that you go around armed, though people would prefer if you didn't gear up like a soldier. (but its not against law)
you can meet ALL kinds of people. (and i mean ALL, i will use Abraxis as a place to show off scrapped chars, and you can all feel free to do so as well.)
actual living police is rare and will often not bother with your problems, but if a drone spots illegal actives it will move in. (more on drones some time later)
authority is pretty corrupt but not to the core.
the middle of the city has a walled-in area where the wealthy live, its like a massive shopping mall/housing complex with homes the size of mansions.
religions and such flourish here as there is quite the gap between the rich and the poor.

all in all, maybe not the nicest place, but it could be way worse. 75% of the streets you can walk safely around in but i would recommend being careful anyway, and just stay away from those last 25%. yeah.

Is the planet controlled by one specific faction, or owned by one? If it's owned, do they take active control and oversee it, or just are possessed by it (An actively used and maintained by the faction colony, or left to defend itself mostly)?
