If I want to resize something without making it blurry, especially pixel art, I zoom up on it depending on how big I want it, and then I take a screenshot. I open the shot in a new document, crop the picture, and voila!
Basically to cut away all the surrounding space you don't want to be part of the picture. If you take a screenshot, you have of course much other stuff next to your motif you don't need, cropping means to cut this stuff off. I don't know if this is possible with Paint.
it is. essentially what you do is paste your screenshot in paint and then use the box select tool to select what you want in the picture and press CTRL + C. then make a new picture and press CTRL + V.
I think if you always make a 200% increase it should stay ok in mspaint. Just don't resize by any other amount, like 150, 175, etc. Always double. Then double again if you want.
