   As in the title. This is actually an annoying old bug that is still unfixed for some reason. Figured I'll remind about it, so maybe it will get finally fixed.
   
   How to recreate: just spawn any guard in your settlement with colony deed and guard items. They always wear T5 gear, no matter which tier they are/should be.
