Advanced dialogue mod request

I love starbound as a game but it manages to make you feel utterly lonely due to the lack of social interaction despite being surrounded by people. I've seen different RPG mods that utilized a dialogue system where you can talk to the NPCs and have friendships, but all of those mods were seemingly abandoned without warning. I imagine that the coding would be easy, especially since you could just use the S.A.I.L interface, the hard part would be a working relationship system and writing out all the dialogue. Is anybody willing to or already making a mod?
