Closed 1x Copy of Starbound + Steam key question

Can I give one of them (Starbound copy or Steam key) to my girlfriend?

Well, you will earn a steam key, so yes. You can give it to anyone.
But it can only be used on one account

 

You can (i.e. nothing is really stopping you from doing so), but it's intended to give *you* the choice of either playing the Steam version or the non-Steam version - it's not supposed to be a "free copy" to give away.
