0 byte update on steam? (Stable branch)

Okay, at least once per day I've noticed Starbound updating with a 0 byte update? Can someone explain what's going on?

If I remember correctly from other people's complaints regarding this, it's an issue on Steam's part, in that it tries to download a certain tool regardless of whether that person already has it or not.

 

ah, so time to play whack a mole with Steam to get them to check their update value settings....
