    Your starbound should DEFINETLY not be located in /proc/. It's a mountpoint for a filesystem with kernel and system info, not your starbound...

    Can't Standalone Launch on Ubuntu 16.04

    Sounds like Starbound can't find SDL libraries. Try installing libsdl2-2.0 and libsdl2-dev.
