Not the same people. Original fallouts, as well as a few other classic RPGs were made by black isle studios, while kotor 2 was made by obsidian. While many people from black isle work in obsidian, it's not the same company at all. Look at their games, for example. Stick of truth, new vegas, kotor 2, all these games are action-RPGs, not classical RPGs.
