Basically what griefers do is they use a modified vanilla projectile to apply a status effect on others.
This status effect is a modified vanilla effect which causes lag to users when applied on to them.

This mod removes every status effect afflicted onto the user, good or bad. Since a griefer can just change the name each time hence making it futile to be specific.

 

I did it purposefully to avoid abuse.
If you wanted to make it craftable in game you can do it simply by adding it to your player.config and writing a recipe file for it.
