I can't seem to get this to work.

I extracted the files to ProgramFiles(x86)/Steam/SteamApps/Common/Starbound/win32,
then I used the launcher to run the regular starbound.exe, but nothing had changed.

I tried activating it with the hotkey (shift + capslock, right?), which didn't do anything thing.

    Did I miss a step?

I have Windows 8.1 64-Bit, if that matters.

So, just to be clear, I should put the files (enbseries.ini, effect.txt, etc), in the mods folder?

No no, this isnt a mod per say, the unpacked files should be in the same folder as the .exe you are using, hence Steam/SteamApps/Common/Starbound/win32
The .exe of any directx game will then per automation use the new .dll files to load said postprocessing effects.
I'm also running win 8.1 64bit (but Starbound in 32bit). Very peculiar.
It may have something to do with your steam folder being in ProgramFiles(x86) but i'm not sure.
Did you try just running starbound.exe from that folder manually?

Yeah, I did try running the exe on it's own, but it didn't help.
I've also been running the launcher, and starbound, as an administrator.

I'm considering moving the entire game out the Program Files folder, just to see if it'll make a difference.

Sadly this stopped working in 1.0
I have no idea why. I guess maybe the game is now by default forcing to run in opengl?
