What seems to be the problem IRL wise?

I use wireless, and my neighhood (oddly) gets a wireless blackout. this happens randomly and for random lengths or time. this mean I can disappear at anytime and won't know when I can get back on

 

Really hope it is temporarily and your neighbourhood quickly resolve this issue.

 

sadly, it's not. been happening for the last year

 

So your entire neighbourhood has access to the same wireless network, maybe you should consider installing permanent network installation like telephone line/optic fiber internet access.
