"Reinstalling steam" means deleting everything except for the Steam.exe and the steamapps folder. It's made very nicely for repairing or moving games to another computer.

 

Yeah, for some reason I took it as move the games out of the folder and delete everything even though I've done it that way a few times before.
And it is made really nicely for that, it would really suck to have to re-download some of those games.
