I am so agains that quote. Hitting soft is called 'aplying the necessary ammount of force'.

 

He's most likely talking about military action. So, avoid wars if possible, but if you are forced to fight, hit your enemy hard, and end that war as quickly as possible.

 

Doesn't change the meaning. Kill only if others are in danger of dying I say.

 

That only really works on a personal level. International relations are hardly that simple.
