Paint Tool not working on specific tiles in one world.

I'm making an underwater base on an ocean planet in multiplayer and there are some tiles I can't use my paint tool on. Or rather, I can use it, but it doesn't paint the block so it continues to attempt to paint it every chance it possibly can like a rapid fire weapon. My friends CAN paint the same blocks, but I can't. I'm the host of the game and this persists after a restart of the game or if I beam up to my ship and back down. It's only very specific tiles, not every tile, and it happens to both foreground and background tiles, neither getting painted.

Putting foreground block and painting/removing them should work as workaround, i guess.
