Bug/Issue Outpost is broken

Me and a friend have been playing together on Starbound through Steam join for a few days now. Recently, my computer had a power outage and I lost all of my bookmarked planets. I was able to retrieve them through some vigorous searching of the universe files, but my outpost is the only serious thing that has been affected. Ever since the power outage, the outpost has reset and all stores are closed. I would like to know how to set it back in working order. I also can't take any quests from the outpost (Other than the teddy bear one) If someone could just send me the file for a working and fully operational outpost, I could implant it into my folders, but any help would be awesome.

The only way to fix the outpost at this point is to redo the main missions through S.A.I.L. (e.g. replay the erichus mining facility) This should re-unlock shops as well as outpost quests. It's an awful and painful thing to have to do but you can't replace your universe files with somebody else's unless you want a copy of their entire universe.
