Bug/Issue Outlaws have been outlawed! (I only receive soldiers/civilians)

I don't know how longs it has been going on but, when a bandit/thief/bad hombre surrenders and turns into a potential crew member they only become soldiers in red outfits.

I have this occur several dozen times in the last week, along with them just randomly turning into civilians with cool hats (has occurred a handful of times, usually near another outlaw/soldier)!
