    That depends on which mods will load 1st. If Frackin Music is loaded 1st, then sadly, the No Biome Music would cause the music tracks on all vanilla biomes to be wiped clean. However, if the No Biome Music mod is loaded 1st (which would be guaranteed IF Frackin Music lists the No Biome Music as "required" or "included" within its .modinfo file), then Frackin Music should load just fine, as (courtesy of the No Biome Music mod) there will then be a bunch of blank music playlists for Frackin Music to fill with music tracks.
