Why not have fish on mutated planets? The legendary could be something based on the hulk because of the radiation mutating the planet. Another suggestion I have would be to maybe add more legendary fish to the already existing or future fish. An idea for a new legendary fish could be something around the mosasaur. Its design for a toxic planet (if used) could be the fins or body of the mosasaur could be made of gases.
