Matter manipulator not upgradable

I started a new game, skipping the tutorial using the appropriate option, and played a while. However, when I obtained enough manipulator modules to make the first upgrade of the power generator, I discovered that upgrades can not be activated. I have 21 modules, enough to perform the upgrade, however the "Upgrade" button button remains gray.

This situation happened on a mac (OS X 10.10.5). No mods used.
