Is this normal

I was fighting through a Kluex temple when I cam across something odd, someone dressed as one of the guards, but they didn't have a weapon and they only ran from me. I am wondering if this is a normal occurrence, or did I find a glitch, or what.

 

I stumble upon this every once in a while.

If it's a glitch, it's probably because they're coded to generate with a weapon that's "illegal" in the game's code or something, and so they just don't get one.

If on purpose, perhaps they're supposed to represent some sort of unarmed priest or something . . .?

 

It seems to occur when a hostile NPC is provoked while they're sitting/sleeping on something. They get on their feet, but they forget to draw their weapon.

 

I also did that and I did not even kill him because I was sorry for him
