I need help.

Ok so basically ill run down my problem.

I am trying to play starbound, it has run before on this computer, but that was before i installed windows 7. I installed steam, and installed, starbound so that i could play it with my partner, and our friend. It took awhile to download but once it got done i tried playing it, it started running, then syncing, then stopped. I reinstalled it many times to see if it would work, but it will not. I even reinstalled steam.
Things to note:
- the 32 bit version does work
- when i go into starbound files and launch it that way, it gives me an error code, the error code is "The program can't start because api-ms-crt-runtime-|1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem." (that is what i did though, repetitively)
- i tried validating it, it still dosent want to launch.

 

C++ runtime. You need to install it.
