I haven't been able to find where any of the documentation explains how multiplayer works.
    1. who's universe am I in?
    2. what changes/progress that I make "sticks" when I leave the multiplayer game?

The universe you're in is always the one of the server/hoster. It will only be your universe when playing singleplayer or hosting a server by yourself.

The data that will be stored serverside:
    • Planets
    • The system you're currently in
    • The outpost progression

The data that will be stored clientside:
    • Inventory / equip / techs
    • Everything related to your ship (fuel, crew, blocks and so on)
    • Quests and character related progress
    • Statuseffects
    • Discovered codices

However if you want to continue the story on singleplayer after starting it in multiplayer you will either have to restore the outpost to the state via commands or replay the missions through SAIL.
