Bug/Issue Can't connect via Steam on regular Starbound, but works on Starbound - Unstable

So I play Starbound with 2 friends. One of them has no problem connecting to me via steam, while the other gets one of two errors every time they try. Either they get "no response from server" or "timed out while trying to connect", and if I try to connect to them I'm stuck and an infinite loading screen. However, we just both downloaded the Starbound - Unstable version and have absolutely no problem connecting to each other via steam.

UPDATE- Upon trying a second connection he was unable to connect after all

 

are there any mods? could we see the log of the errored times?\

We aren't using any mods. Also I'm not sure what to attach so i grabbed what i could from both normal and unstable.
