There needs to be a barber or even a plastic surgeon added to the outpost or maybe just a tool you can use on yourself like a pair of scissors or a "surgery pod" of some sort. Even skyrim added in a plastic surgeon. And with the only starbound editors capable of doing this gone, SBSE and starcheat, there is no way of character editing now. Which sucks because there is a lot of cool mods that new hair or player colors that can't be used unless I nuke my character and start over.
