Outdated Bottom Hotbar for v. Angry Koala 0.7

Puts the hotbar/action bar on the bottom.

    - Updated to be compatible with version Angry Koala of Starbound.
    - Changed the hotbar/action bar background to match the fact that it's on the bottom.
    - Fixed hand icons by placing them on top of the selected slot. (This currently only works for empty slots, I'll probably find out a way to make it on the highest layer or something.)
