Since the locker is most important as soon as the game starts, you could blend the tutorial into the storyline quite easily... So since your ship is out of fuel, there probably isnt any electricity... so make the ship dark except for some auxillary neon 'dashes', illuminating the way and marking where everything is... then the player can grab a 'power cell' out of the illuminated locker, and put it into the illuminated fueltank in order to get the portal and lights working...
This is an intuitive tutorial which forces the player to quickly orient himself with ALL of the components of the ship, and to understand the function and necessity of them, while also quickly introducing/beginning the ingame storyline (ship with no fuel, etc).

    Note:
When the ship regains electricity, all emergency lights will be turned off, so no neon dashes, and no texty labels marking everything.

If I understand correctly what you're saying, it's basically what I was thinking. Force the new player to use the locker while the Beam function is disabled until they get to that part of the quest. Giving little rewards for each milestone they complete. One would obviously be the Beam function turned on for use. :)

Indeed. Use the world to explain the tutorial, and less of text boxes.
