Hm. No. Lazy programmers have made you think this. Betas are supposed to be as fixed as they can be so that beta testers can weed out the really difficult to find bugs. It's the same thing as when someone submits a document to a proofreader. It's already been past the copy writer and probably the editor, then it's sent to a proof reader for one last pass before going back to the editor again.
