What that means is if any criminals wish to join the Starbound Initative, they will erase their criminal records.
The only downside to this program is that there is an incredibly high chance we will either be killed, pillaged, or eaten by any alien creatures or whatever else is out there.

And again, the pay is very good. So good you won't be a criminal any longer.

 

Kane is a born criminal, it's a cool idea though. I like it. Kane might not though.

 

So if I killed over five billion innocent florans, and several other who got in my way, they would be cool with that? Sounds pretty corrupt....

There are LIMITS to what they are willing to let go.
Plus the Starbound Initiative isn't exactly something that everyone tries to sign up for. Not many of those who join live very long.
But since what's left of humanity as well as the USCM can't explore every nook and cranny of the universe themselves, that is why they created 'STARBOUND'.
